The system of the Soavist nation is radically different to that of any state, present or past. The Soavist state is based on many aspects of innumerable political ideologies; both capitalist and communist. The essence of the Soavist ideology is that of a communist social system and a capitalist international economy system: communism within the state and capitalism external to interact with foreign capitalist nations, whilst promoting the progression of global communally based democratic communism.

The nature of any Marxist based/heavily influenced system is that sole points cannot be taken out of their political context and graphed onto the capitalist model, as is often seen through modern interpretations- Marxist based ideological points are for Marxist based ideological systems, they will not (as often critiqued) ‘hold water’ in a capitalist structure.

The Soavist state enshrines democratic communal government; by this stance the system adopts two approaches towards running the nation- one via the elected political landscape and the other via the elected ministerial landscape, the two are not mutually inclusive (i.e. the political elected do not have ministerial positions, nor do the ministerial elected representatives have political positions).Firstly the political aspect of Soavist communal government shall be explained; the public vote- via proportional representation- an MP (Member of Parliament). These geographically based MPs do not and will not (in their political career) hold any position of power within a government ministry; they are solely a spokesperson for their constituency. Constituencies are grouped in accordance to their geographical region. There will exist 25 regions- North, South, East, West and Central, and these 5 points are for dividing the nation as well as each individual compass point. The constituency based MPs (CMPs) report to their regional parliament and representatives (in accordance to the Policy to Prevent Tyranny) are sent to the primary parliamentary body based in Westminster. These representatives- Regional MPs (RMPs) form the political side of the communal government- 25 RMPs running the state based on majority voting. Within the state, much akin to the political infrastructure within the United States of America there will be no “party whips” as C/RMPs must be able to speak their mind in order to effectively serve the people they represent. Also adopted from the American system is the concept and practise of quasi-state independence, each region will be permitted to follow the wishes of its people, providing they submit to the superiority of the communal government. If Anarchists are elected, and an anarchist region is wanted by the people of the region, then an Anarchist state can be set up- as long as the policy will of the Communal government is followed and no laws are broken, then it is permitted.

The Ministerial aspect of the government works on an extended version of the political side of government. It is comprised of Worker groups, Industrial Groups and Ministerial Groups and finally the Communal Government. Arranged in a pyramidal structure in ascending order the Worker groups comprise of workers within a district in a specific profession, this could be from truck driving to priesthood, they are highly specific jobs within the industry in general. These Worker groups then elect a representative to speak on behalf of their group. This elected representative then becomes a member of the Industrial group. The Industrial group is a nationwide group which would allow all the elected representatives to speak and discuss policies proposed by their individual worker groups. To remain with the two examples previously used this would mean a representative of truck driving would be meet representatives of bus, car, taxi, train etc.  essentially all transport driving. And for the religious groups; the priest elect would meet with an elected bishop, monk, nun, chaplain etc. and this would make up the Christian 'industrial' group- note these groups would be applied to every industry and influential religion. This Industrial council will then elect an individual to represent their industry at the Ministerial level. Note that to restrict power and prevent power lust, unfairness/ elitism the elected representative of the Industrial council  will be withdrawn from his/her Worker group and given the job title of Industrial speaker, their old job and place on the worker's council will be re-instated once their elected time as Industrial speaker in concluded. Industrial speakers will part of the Ministerial council of their specific ministry and proceed with representing their industry on the ministerial level. For instance the elect of the ‘Transport driving' industry would meet in the Transport Ministry and discuss policy with those also subordinate to that ministry such as air transport etc. As within the Religious Ministry, elected speakers of the influential religions would hold council and discuss any policies they wish the government to install. This means that members of (for instance) the Islamic, Christian, Hindu, Buddhist, Jewish etc. religion. Would all be in talks with each other over policies they wish to bring to the Governmental body. As before the members of the each Ministry will hold an election to vote for their minister, this minister will speak on their behalf to the Government. With restrictions on the acquisition of power still in place the minister in question will be withdrawn from their Industrial position and only able to return once their time has been served as Minister and they are re-elected by the Worker and Industrial groups they were once members of- the system is built in such a way in order to maintain the professional stance to which the Minster speaks from.  Within the Communal government those who have attained RMP’s will have open talks with the Ministers. Within these talks the policies the Worker, Industry and Ministry groups will be put forward and discussed in order to try to satisfy all parties concerned. It would be possible for two deputies of the Industrial and Ministerial speakers to be present so that the primary individual concerned can be monitored, thus to provide a stance of the people and not the representative.

The only ministry that is immune to such measures is the Ministry of Defence- this is to maintain order and discipline amongst the ranks, the MoD will have its Minister and such council made up of the highest ranking officers within the British Military.

This system of Communal government literally brings every person’s opinion to the forefront, and an ability to allow any one person to be a member of the government thus making it a true people’s government.

With the Governmental side of government established, the proposed structure of the nation must now be outlined. The structure proposed is to lead the nation to a socialist nation and from such a platform, a communist one- this final stage relies on international co-operation of other Soavist/ other recognised socialist or communist nations; dictatorships and other such considered tyrannical regimes will not be recognised regardless their potential benefit to the nation.

The initial phase of the Soavist nation relies on creating a majoritively self-reliant socialist state; this is done through the creation of a heavily regulated internationally focused capitalist economy and using the profits to fund governmental projects, foreign aid and most fundamentally the communist welfare system.

The neo-universal nationalisation of all industries and businesses will firstly take place; exceptions being social businesses and not-for-profit charities and religious organisations. With the vast majority of production nationalised a fixed domestic percentage will be established on goods, this is to ensure a constant price and so ultimately benefitting the population via maintenance of low price values allowing the population to purchase their needs and wants, this ensures a vast myriad of positive outcomes including low cost food, shelter, clothing and transportation. The profits will be given to the central government who in turn continue funding the nation and her interests, most notably a social security system strong enough to support the people dependant on it.

The social security system cements universally free health care, education (on all academic levels), and benefit system to those in need of such a system. The benefit system established in such a state is radically different from the system in place today, the Soavist system provides for those unable to work and is spilt into three sections, these three being their reasons for being unable to work- Medical, Age and Other. The Medical reasoning will be provided basics and medical assistance required, as will the Age reasoning except they will be provided a sustainable state pension. The Others will be provided basics.

The term ‘basics’ is clarified by an allotted allowance for food, clothing and other such necessities- all paid for by the Government, the allowance put forward will NOT  be given in physical finances, but instead via the use of a specialist digital card to which can be used at any facility required. Shelter is also provided under the term of ‘basics’. The idea being that with ‘basics’ been provided for, then the benefitee can live suitably, if possessions are wanted such as a phone etc. money is required, this can be attained through work, in enabling the system is such a format, people can no longer exploit the system as there is no physical wealth within it for them to abuse. It is within no able bodies’ self-interests to be a part of a benefit system that they cannot be greater than with a job.

Governmental projects will be established to allow the reopening of the mines, establish 4th generation Thorium based nuclear power stations as well as improving and advancing the infra-structure of the nation.

In order to fully quell the doubts of the proposed nuclear system I enclose the following information. The two major issues with nuclear power are; its weapon capabilities, and its harmful radioactive decay. These issues are resolved with the use of an element known as, Thorium. Thorium has a short half-life (meaning it is not harmful to humans for longer than a few minutes, compared to 1000's of years as with current nuclear fuels) and it cannot physically not be made into a nuclear weapon. Thorium is physically impossible to reach critical mass and as such cannot be the cause of a nuclear disaster.

The natural resources gathered from the mines and offshore oil fields will allow Britain to become moderately self-sustainable in such a field, from this in combination with nuclear fuel, the excess of fossil fuels can then be sold to foreign capitalist nations via the internationally orientated capitalist system. The profits made can be used to fund central government and re-invested into government projects and industry. Such governmental projects will also include fuel consumption research in order to limit the national consumption and so provide more for the international market, resulting in an increased profit margin for the government and so greater prosperity for the people.

Import taxes will be introduced and increased on certain products to which the nation is currently aiming to be self-dependent upon, from this governmental finances should still increase, and if imports drop then British goods are sold, providing a static price for the people as previously mentioned.

Governmental projects also include the improvement of British Overseas Territories. These territories can be utilised for the betterment of Britain as a whole, their potential resources, geological content, integration and even isolation can all be used for the benefit of the people. Resources provide profit on international market, geological content provide research avenues, integration allows for tourism and isolation allows for possibilities ranging from military war-games to nature preserves. This international project of British nations allows integration and the formation of a British Federation. Such a federation can only be benefitee as it enables huge job opportunities, financial gain, exportable resources, industry, living space, research, clean nuclear and/or sustainable fuel and a sense of home- these territories are often forgotten and so we are bringing them back into the fold.

The British Federation aims to have strong ties with the European Union and Commonwealth, as it is through the co-operation of all three organisations that the world may see hope- even if only small. The financial, political and military range of all three combined organisations surpasses any venture seen previously. This co-operation and ideal of a British Federation provides the world with an example of a sustainable socialist state to which is democratic and an accurate representation of Left goals and aspirations.

As stated the international focused economy is capitalist toward capitalist nations, but communal towards recognised left wing nations. This concept provides ability for the spread of peaceful co-operative left wing ideals across the global political stage. The communal concepts involved allow for permeable borders towards fellow left wing nations. Permeability comes primarily through workers and resources, in this fashion communal nations are able to be setup; groups of co-existing left wing nations and governments ideally based on the Soavist model- granted the Soavist model may not be used but as long as the political system of the nation is recognised then a communal system can be set up. Such a communal system will follow the Soavist international relations theory of the Voluntary Vanguard (VoVa). VoVa stipulates the creation of a wilfully created international organisation with member ambassadors which collaborate to form a peer-review system of member nations, in order to provide mutual benefit through international co-operation, over the need for conflict and use of force either with or without non-member nations.

In order to prevent tyranny in the Soavist system the following principle is heavily relied upon- Governmental councils must maintain an active status in all times, especially during times of national/international/global crisis. It is their primary goal to keep the government in check, and under the Soavist governmental system, it is the everyday people that will form the majority of the Governmental councils, therefore being able to effectively keep the said government in check.

In times of national/international/global emergency the Prime Minster (otherwise the Governmental spokesperson) may become a distinguished leader, and lead the government from the front, but under no circumstance in war nor peace does that position assume direct command over any form or part of the military- or the military itself as a whole- this also includes Governmental armed escorts- as they themselves will be supplied by the military.

The councils must maintain their neutrality and in doing so maintain their diversity, in beliefs and practises- if the council consistently, unanimously, agree on solutions to issues then something is seriously wrong. The diversity of beliefs and practises will ensure that certain groups of people will not agree with each other, and so when they are in agreement over a certain period of time, then the council will have likely been infiltrated by those who seek to corrupt it, and will naturally be renewed by regular undisrupted elections.

A codified piece of law must be established, detailing the individual’s inalienable rights- and as such this piece of constitution cannot be broken by either Government, military or civilian.
Emergency status can only be declared with a majority of (2/3) consent within both forms of Governmental councils- Ministerial and Geographical.
In peace the distinguished leader position does not exist, but the clause to prevent tyranny still holds for any governmental official- geographically or ministerially.

In relation to the military as well should be noted that morality can exceed orders, be they direct or otherwise. The people of the defence forces must be willing to sacrifice their lives, as otherwise they are simply in the wrong line of work, but they should not do so needlessly, fruitlessly or follow orders to which they deem in moral flawed. A soldier is given a brain for a reason, so they can work their way around problems not blindly follow orders- if an order is deemed morally conflictual then it is up to the intuition of the individual to follow it or not; it is the soldier’s right to refuse even a direct order given to them, if they feel it contradicts their sense of morality. A soldier refusing a direct command with due to said command’s moral conflictuality, may be taken to Court Martial where upon all accounts of the case must be taken into regard and processed by an independent open jury, to which point the jury will decide if the soldier or commander (from whom the order originated) is indeed in breach of military/ moral law. It should be noted that should war crimes be committed by a solider then it is both the commander’s and soldier’s morals that are at fault and so both are to be confronted by Court Martial, the commonly used “I was following orders” excuse is not tolerable within the Soavist-ideologically based state.

This is the essence of the Soavist based system, a one-nation socialist system built to initiate and be succeeded by a global communist structure. Although this is one piece amongst doubtlessly many, it is a concreted start and will hopefully help provide for a future suitable for a human race evolved out of ignorance and infancy.
This is the baseline to which the Soavist ideology promotes.
Soavism is a varied mix of numerous left wing (both moderate and extreme) ideologies as well as aspects from the political right wing.
Any critique on this ideology will be gladly welcomed should it be in a constructive fashion.

A lot of problems in their that seem to be common in the communist world view. The system of government is too convoluted (and parliamentary democracy is already messy enough) and would quickly break down into an ineffective mess that would be too slow to respond to the needs of any of these individual "industrial groups". The end result would probably be almost, if not equally disastrous as it was with China's farms in the 60's. That being said, how problematic, suggesting it would be, depends heavily on how much legislative power these groups have. If they have none, would they not in effect be government mandated unions?

The elimination of private industry would also be problematic. Not only would it face far too much resistance from landed interests, but it would also be very problematic. Nationalized industries would be slow to respond to needs, tend to have a harder time maintaining pace with international private counterparts technologically, and by having a monopoly on an industry tend to react poorly to market demand.
